Defence and Law Enforcement Committee
Overseas deployment and personnel consequences
Under the revised order for the meeting scheduled for 16:30 on 20 October, the ministerial briefing is the first item. Defence Minister Romulusz Ruszin-Szendi is scheduled to brief the committee in closed session on procedures involving soldiers who refused Covid-19 vaccination. Admission of rehabilitation proposal H/692 is a separate item. The briefing, admission of the motion and any subsequent personnel or compensation measures are distinct stages; the invitation establishes neither rehabilitation nor payments.
The Defence and Law Enforcement Committee will examine report B/689 on changes to the government decision concerning Hungary’s ALTHEA participation. It may also decide to submit a resolution proposing acceptance of the report. This is part of parliamentary scrutiny of overseas military involvement. After B/689 and the related committee motion, Előd Novák’s (Mi Hazánk) H/692 is the third item.

Inquiry Committee on the Systemic Crisis in Child Protection
From a warning signal to practical intervention
The child-protection inquiry committee plans to hear professionals on the referral system and basic services. Invitees include ministry department head Veronika Andráczi-Tóth, former department head Zsuzsanna Feffer and Henrik Tisztl, president of the national association of family-support and child-welfare services.
The hearing may clarify how the system works beyond legislation: how a warning reaches the responsible service and whether staff and support are available for intervention. Comparing ministry, former administrative and service-provider experience may help distinguish shortcomings in rules from shortcomings in implementation.
Detailed agenda (2)
1. Hearing of practitioners on the child-protection reporting system and basic services.

Transport and Investment Committee
A proposed condominium fund faces its first parliamentary gate
H/498 proposes a fund for condominium compensation, renovation, heritage protection and energy upgrades. The Transport and Investment Committee will decide whether to admit the KDNP MPs’ motion for parliamentary consideration.
For residents, the issue concerns the condition of common building elements and the affordability of upgrades. The agenda does not establish an available grant programme: this stage concerns further parliamentary consideration, while financing and access conditions would require subsequent decisions.

Cultural Affairs Committee
A leadership hearing alongside public media founding documents
The Cultural Committee’s amended agenda for 10:00 on 21 October adds a hearing of András Horváth P., chief executive of Duna Media Service and MTVA, as its first item. The hearing could provide parliamentary scrutiny of operations and management of the transition. The invitation does not establish attendance or testimony.
Detailed scrutiny of H/798 and H/799 concerns the founding charter of Hungarian Radio and Television and creation of a separate Hungarian News Agency. Considering the hearing and organisational motions together allows scrutiny of management responsibility, ownership arrangements and transition rules. Detailed scrutiny remains a preparatory stage.
The fiscal context is also changing: the 2027 plan presented on 20 October expects HUF 61.3 billion in savings from public media. This makes the continuing cost of services and the expense of restructuring relevant to scrutiny. The funding announcement is separate from approval of the organisational proposals before the committee and does not establish that a funding cut has already taken effect.
Detailed agenda (4)
1. Horváth P. András, a Duna Médiaszolgáltató Nonprofit Zrt. és az MTVA vezérigazgatójának meghallgatása A napirendi javaslat új 1. ponttal egészült ki.

The enforcement inquiry committee has scheduled Pál Fürcht’s hearing for 14:00 on 21 October. László Toroczkai said the former chief prosecutor provided contact details; Tisza committee members reported his intention to attend. The hearing may clarify claims about prosecutorial decisions and handling of the Schadl–Völner case.
The committee may also decide on a second group required to give oral or written statements. Comparable testimony and documents could advance the inquiry. Actual attendance remains a future event; neither public allegations nor the investigation itself establish wrongdoing.

Parliamentary scrutiny of the Brussels summit
The European Affairs Committee is scheduled to receive State Secretary András Bíró-Nagy’s briefing on 27 October about the European Council meeting of 15–16 October. The agenda provides for parliamentary scrutiny of the government’s EU activity after the summit.
The significance lies in clarifying Hungary’s position and the domestic tasks arising from the meeting. The invitation does not establish a new funding amount or Hungarian commitment; specific consequences can be assessed by comparing the briefing with EU decisions.
Detailed agenda (1)
1. Briefing on the European Council meeting of 15–16 October 2026, under section 69(1) of Act XXXVI of 2012 on Parliament.
