29 October · House Committee
The proposed plenary programme for 2–9 November is available
Following the House Committee’s meeting on 29 October, the published agenda proposal sets five sitting days: plenary work would begin at 13:00 on 2 and 9 November and at 09:00 on 3–5 November. Monday’s debates would be followed by a decision stage on Tuesday, before general debates on new tax, social-policy and economic bills.
The detailed programme already identifies the planned date of the Prosecutor General election and several final votes. Adoption of the agenda is scheduled for 2 November, no earlier than 14:45; items subject to conditions also depend on the required nominations and documents being submitted.
A Házbizottság ülése. Following the House Committee meeting on 29 October, Parliament's press chief outlined the planned sittings on 2–5 and 9 November. A detailed proposed agenda for all five sitting days has been published.
The programme schedules the Prosecutor General election and several final votes for 3 November, including decisions on making 24 December a public holiday and reorganising public media. New tax and social proposals would receive general debates. Publication sets out the planned proceedings; it does not mean the proposals have been adopted.
The plenary may adopt its agenda on 2 November. Items conditional on nominations, submissions or admission to the legislative agenda must be followed as those conditions are met.
29 October · Legislative Committee
Committee proceedings closed in eight cases
On 29 October the Legislative Committee completed proceedings on public-asset protection (T/797), anti-money-laundering rules and closed-end funds (T/816), 24 December (T/714), environmental protection (T/795), company and civil-organisation registers (T/790), private-law registers (T/791), and the restructuring of Hungarian Radio and Television and MTI (H/798 and H/799).
This is a committee advance recorded in the verified document histories. The invitation contained eight numbered agenda matters; related procedural papers were not additional stand-alone agenda items. Completion of the committee stage does not constitute plenary adoption.
The agenda proposal published on 29 October schedules debate on the committee reports and consolidated amendments for 2 November and the decisions for 3 November. The text actually adopted and the voting result will be established by the plenary decisions.

27 October · Economic and social bills
Family, benefit and chamber rules enter the November programme
Bill T/929, submitted on 27 October, combines a higher family allowance, a wage-tax credit and a redesign of family tax relief. For the December 2026 entitlement paid in January 2027, the monthly family allowance would be HUF 24,400 for one child, HUF 26,600 per child for two children and HUF 32,000 per child for three or more; the tax credit would equal 6 per cent of wages up to the minimum wage and taper above it.
The package would attach a monthly income cap equivalent to HUF 1 million to mothers’ reliefs; for mothers of two, eligibility would last no later than the year in which they turn 40. Higher transfers and narrower eligibility are therefore both parts of the bill. The proposed commencement date is 1 January 2027; the proposal is not yet law.
Bill T/932 would set the minimum for newly awarded full old-age pensions at HUF 120,000 a month, the minimum orphan’s allowance at HUF 60,000, and a HUF 162,000 calculation base for rehabilitation and disability benefits. The bill itself does not specify the detailed catch-up amounts for low pensions already in payment.
Bill T/938 would abolish the compulsory chamber contribution for businesses from 2027. This would reduce a business charge, but the bill does not quantify the chambers’ lost revenue or how it would be replaced. All three bills have been placed on the official November debate plan; none is an enacted rule.

Two separate financing mechanisms and a new child-care coordination body
Government Decree 296/2026 (26 October) promulgates the 2021–2028 EEA Financial Mechanism agreement: a gross envelope of €116,616,598, including a net Hungarian allocation of €108,453,436 and a national contribution of €17,858,823. Decree 297/2026 (26 October) separately sets out the Norwegian Financial Mechanism, with a total envelope of €111,459,857, a net allocation of €103,657,667 and a national contribution of €17,258,824.
Government Resolution 1345/2026 (26 October) establishes a professional coordination body with 17 tasks to review the situation of infants and young children stranded in hospital, with ten external organisations and a 30-day start-up deadline. Its creation does not establish that the children’s situation has already been resolved; the financing amounts belong to two separate frameworks.

Inquiry reporting deadlines
An extension to 15 June 2027 is proposed for four reports
H/924, submitted on 27 October, would move the reporting deadline for the child-protection, pardon, public-assets and MNB inquiries from 31 December 2026 to 15 June 2027. It excludes the enforcement inquiry. The new deadline remains a proposal, not an adopted change.
The initiative would allow more time to assess documents and testimony. Its explanatory memorandum says the committees’ remit and rules on publication would remain unchanged. Extra time does not itself establish findings or responsibility.
28 October · enforcement inquiry
Ferenc Kiss heard; his allegations require documentary verification
Former independent bailiff Ferenc Kiss appeared before the inquiry committee on 28 October. Public accounts say he addressed bailiff appointments and disciplinary proceedings, criminal complaints, what he described as national-security risks in the IT system of the Hungarian Chamber of Court Bailiffs, and experiences he linked to security-service contacts.
Public reports say Kiss handed the committee a 247-page dossier concerning the bailiffs’ chamber’s IT system and alleged that the chamber had obtained several billion forints unlawfully. Without published documents or official minutes, the dossier’s contents, the basis of the calculation and the allegation of unlawfulness remain unverified.
A public on-site report says the committee also decided to hear Szilvia Tomin, a former general of the National Protective Service, while chair László Toroczkai said he would seek a closed-session hearing with Kiss. According to the report, the chair expects a hearing with former justice minister Judit Varga in early November and hearings with Tibor Navracsics, László Trócsányi, Bence Tuzson and former state secretary Róbert Répássy in the following weeks. These are reported plans, not a final meeting programme supported by an official invitation, time or person-by-person vote.
Kiss’s account is witness evidence, not a committee finding. György Balla challenged its credibility and evidentiary value; Kiss said he could provide further detail in a closed session. The public sources contain no official minutes, person-by-person vote or committee decision validating the claims. The IT audit, the criminal complaints and responses from those concerned require separate verification.
A Végrehajtási Visszaéléseket Feltáró Vizsgálóbizottság ülése. Former independent bailiff Ferenc Kiss was heard by Parliament’s Inquiry Committee on Abuses in Enforcement on 28 October 2026. Kiss alleged that what he described as organised criminal operation within the enforcement system continued after the Schadl–Völner case became public. He also alleged that the IT system of the Hungarian Chamber of Court Bailiffs created national-security risks, provided opaque accounting for debtors and allowed access capable of abuse, and he made claims about contacts and meetings involving security-service figures. These are statements by the witness, not proven findings of the committee.
The hearing brought the links between bailiff appointments, disciplinary proceedings, IT access and supervisory responsibility to the centre of the inquiry. Kiss spoke about criminal complaints that he said produced no progress, an audit of the IT system and the use of a HUF 3 billion development allocation. Government-party committee member György Balla challenged the credibility and evidentiary value of the account; Kiss said he could provide further detail in a closed session. The public reports do not contain official minutes, a person-by-person vote or a committee decision validating Kiss’s allegations. The archived stream supports that the meeting took place and its duration, but does not establish the truth of the testimony.
Verification requires the official minutes, identifiable records of the cited IT audit and criminal complaints, and responses from the institutions and people concerned. It should also be tracked whether the indicated closed session takes place and which individual hearings appear on the official agenda for 13 November. Receipt and content of written statements due by 9 November should be recorded only from a published document or minutes.
European affairs
Summit briefing: the assessment remains distinct from EU decisions
On 27 October, State Secretary András Bíró-Nagy briefed the European Affairs Committee on the European Council meeting of 15–16 October. The published report says the briefing covered migration, the EU emissions trading system (ETS), the next multiannual financial framework and enlargement.
The European Council’s official conclusions record a strategic discussion on migration, an updated assessment of ETS2 impacts, negotiations on the 2028–2034 multiannual financial framework and enlargement issues. The report on the committee meeting presents these topics through State Secretary Bíró-Nagy’s account. His assessment must be distinguished from the Council’s adopted conclusions: further negotiating expectations in the report are not separate EU decisions. The public sources reviewed do not include an official committee transcript or a named committee vote.

30 October · pardon inquiry
Documents, data requests and two planned briefings
The official invitation lists four items for 09:30 on 30 October: incoming documents, decisions on data requests, a hearing with former deputy mayor Miklós Csomós, and a briefing by former EMMI department head Judit Klötzl about the state decoration.
The invitation is not an outcome. Attendance, statements, data-request decisions and any votes require post-meeting verification.
