Szijjártó attended the hearing; the inquiry’s conclusions remain unknown

The first item on the National Security Committee’s closed meeting is a hearing connected to an inquiry ordered under Section 27/A(1) of the Act on the National Assembly. The official agenda does not name the person to be heard. Péter Szijjártó attended the closed hearing on 5 October and afterwards said he had answered the questions. His attendance is now supported by accounts of Monday’s event, rather than only the earlier invitation.

The Tisza parliamentary group objects to the former foreign minister taking a senior role at a company whose Hungarian investments he negotiated as a minister. The national security and conflict-of-interest concerns are the Tisza group’s assessments. Before the meeting, Szijjártó called the Szeged investment a success and said state support remained within the usual investment incentive framework. This is his position; the inquiry itself does not establish wrongdoing.

After the hearing, László Horváth, a Fidesz member of the committee, said no information had emerged indicating a national security risk. This is his assessment, rather than a published final committee finding.

The political issue is the relationship between earlier state decisions and a subsequent corporate role. The next verifiable step is any public finding or further stage of the inquiry. Asset recovery also depends on appointing its leadership

After Monday’s closed Justice and Constitutional Affairs Committee meeting, chair István Hantosi said candidates for the National Asset Recovery and Protection Office’s three unfilled deputy-head posts had been selected for hearings. Names and candidate numbers were not disclosed. He expects nominations to Parliament on 12 October.

The full archived official invitations announce two separate closed hearings on Tuesday: first public finance deputy-head applicants, then prosecution and appeals applicants. Wednesday’s invitation announces continuation of the prosecution and appeals hearings. The two Tuesday meetings have distinct agendas; neither replaces the other. Parliament elected the office’s head and the deputy responsible for investigations in August. The current procedure prepares the filling of further leadership positions. Identifying public assets, building cases and conducting prosecutions are distinct professional tasks, so leadership selection also affects the office’s ability to operate.

The week’s verifiable outcomes could include who is heard, whether the committee makes nominations and what the next appointment decision will be. Hearing a candidate does not appoint them, nor does it demonstrate successful asset recovery.

Two committees prepare diplomatic appointments

The Foreign Affairs Committee announced a Monday 10:00 meeting and the European Affairs Committee a 13:00 meeting, both closed. This update does not separately confirm their completion or outcomes. Each invitation has a single agenda item: pre-appointment hearings of ambassadorial nominees.

Selecting the heads of diplomatic missions can shape Hungary’s ability to represent its interests over the longer term. The public agenda summaries, however, name neither the nominees nor their intended postings. They therefore provide no basis for identifying a specific change in foreign policy. Nor can we say that the two committees will hear the same people.

Child-protection scrutiny turns to the work of professionals

The first item on the child-protection inquiry committee’s Wednesday agenda is a professional hearing on issues concerning child-protection staff. The invitees are Judit Fockter, a department head at the Directorate-General for Social Affairs and Child Protection; Police Lieutenant Colonel Tamás Balázs Horváth of the National Protective Service; and Sándor Meleg, president of the Hungarian Association of Social Workers. Their invitations do not confirm their attendance.

The hearing on 30 September focused on infants remaining in hospital and problems with adoption. Wednesday’s agenda shifts attention to professionals. Inviting representatives of the state body responsible for running services, a service involved in oversight and a professional association could bring different institutional perspectives before the committee.

The substantive question is whether the hearing identifies specific operational obstacles and leads to proposals for action or identifies who is responsible for addressing them. Children’s practical protection also depends on the conditions in which professionals work. Naming problems can help when it leads to better procedures and care provision.

The agenda also includes scheduling further hearings of professional participants already approved by the committee. This may indicate the inquiry’s next phase, but its findings and any possible legislative consequences are not known before the meeting.
