MONTHLY PARLIAMENTARY BRIEFING

October parliamentary briefing

Parliamentary decisions, committee work and next steps

1–31 October 2026

October’s parliamentary record now combines fiscal and institutional decisions with new inquiry developments. The 2026 budget amendment was promulgated on 21 October as Act LXI of 2026 and entered into force on 22 October. The 2027 figures discussed here describe the government’s 20 October plan, not enacted appropriations.

Child-protection and digital child-protection hearings described staffing, funding and procedural gaps. According to public accounts, Pál Fürcht and Ferenc Kiss gave evidence in the enforcement inquiry, while the public-media chief executive’s hearing was removed from the agenda. Statements by witnesses are not committee findings.

In the MNB case the prosecution questioned György Matolcsy as a suspect and detained him on 21 October. This is not a judicial finding of liability; the parliamentary inquiry must still rely on its own documents and hearings.

On 29 October the Legislative Committee completed proceedings on eight matters, and the proposed plenary agenda for 2–5 and 9 November was published. The Prosecutor General election and several final votes are planned for 3 November. The remaining announced meeting this month is the pardon inquiry on 30 October; extending four inquiry reporting deadlines remains a proposal. General debates on 3–4 November would cover family reliefs, minimum low-income benefits and abolition of the chamber contribution; these remain submitted bills.

Budget

The 2026 amendment has been promulgated and entered into force

T/566, passed on 19 October by 134 votes to 48 with one abstention, was promulgated on 21 October as Act LXI of 2026 and entered into force on 22 October.

The Act sets expenditure at HUF 49,025.6 billion, revenue at HUF 41,915.5 billion, the deficit at HUF 7,110.1 billion and the year-end debt-ratio target at 77.5%. Enactment does not itself establish that these targets will be achieved.

Péter Magyar and András Kármán’s briefing on 20 October detailed funding for the 2027 plan: HUF 1,465 billion in spending cuts and a net HUF 665 billion increase in tax receipts. The HUF 929 billion gross revenue package already deducts HUF 264 billion of household tax relief to reach that net figure. Named spending measures account for HUF 1,018 billion; a further HUF 447 billion would come from cutting ministry and state-company operating expenditure by at least 10%.

The two funding measures total HUF 2,130 billion, but the planned reduction in the deficit from 7.5% to 4.9% of GDP also depends on expiring one-off spending, new benefits and energy costs. A 20% shortfall against the savings plan alone would amount to HUF 293 billion, compared with a HUF 300 billion reserve. This is an illustrative calculation: the reserve may also have to cover other risks.

The plan assumes 2.4% economic growth and 3% inflation. The HUF 176 billion municipal package comprises a HUF 62 billion reduction in solidarity contributions, HUF 54 billion in other grants, HUF 10 billion for transport in cities with county rights and HUF 50 billion for Budapest transport. The sector pay percentages shown at the briefing measure net earnings growth at each sector’s average wage, combining gross pay increases and tax relief; they are not uniform gross pay rises for every employee.

Doubling family allowance, a 9% income-tax rate on the minimum wage and a general 3% pension increase in January remain parts of the 2027 plan. The finance minister said the draft would go to the Fiscal Council on 20 October, with parliamentary submission planned by the end of the month. Final appropriations, eligibility rules and implementation schedules must demonstrate that recurring commitments have durable funding. These 2027 announcements are not enacted measures.

27 October · Economic and social bills

Family, benefit and chamber rules enter the November programme

Bill T/929, submitted on 27 October, combines a higher family allowance, a wage-tax credit and a redesign of family tax relief. For the December 2026 entitlement paid in January 2027, the monthly family allowance would be HUF 24,400 for one child, HUF 26,600 per child for two children and HUF 32,000 per child for three or more; the tax credit would equal 6 per cent of wages up to the minimum wage and taper above it.

The package would attach a monthly income cap equivalent to HUF 1 million to mothers’ reliefs; for mothers of two, eligibility would last no later than the year in which they turn 40. Higher transfers and narrower eligibility are therefore both parts of the bill. The proposed commencement date is 1 January 2027; the proposal is not yet law.

Bill T/932 would set the minimum for newly awarded full old-age pensions at HUF 120,000 a month, the minimum orphan’s allowance at HUF 60,000, and a HUF 162,000 calculation base for rehabilitation and disability benefits. The bill itself does not specify the detailed catch-up amounts for low pensions already in payment.

Bill T/938 would abolish the compulsory chamber contribution for businesses from 2027. This would reduce a business charge, but the bill does not quantify the chambers’ lost revenue or how it would be replaced. All three bills have been placed on the official November debate plan; none is an enacted rule.

26 October Gazette

Two separate financing mechanisms and a new child-care coordination body

Government Decree 296/2026 (26 October) promulgates the 2021–2028 EEA Financial Mechanism agreement: a gross envelope of €116,616,598, including a net Hungarian allocation of €108,453,436 and a national contribution of €17,858,823. Decree 297/2026 (26 October) separately sets out the Norwegian Financial Mechanism, with a total envelope of €111,459,857, a net allocation of €103,657,667 and a national contribution of €17,258,824.

Government Resolution 1345/2026 (26 October) establishes a professional coordination body with 17 tasks to review the situation of infants and young children stranded in hospital, with ten external organisations and a 30-day start-up deadline. Its creation does not establish that the children’s situation has already been resolved; the financing amounts belong to two separate frameworks.

Media Council and public media

A Media Council member was elected; detailed scrutiny of H/798 and H/799 closed

On 19 October Parliament elected Dr István Boór-Göblyös to the Media Council for four years with 182 votes in favour; his term began on 20 October.

Official bill records show that on 21 October the Cultural Committee conducted and closed detailed scrutiny of H/798 and H/799. This is not plenary adoption. A public account says the same meeting removed András P. Horváth’s hearing by seven votes to three; this was not dismissal, and the 7–3 figure is not from an official voting record.

Asset recovery

Three NVVH deputies have been elected

Károly Ötvös, Károly Árpád Gellért and Tibor Dávid Terhes each received 139 votes on October 13 for the public finance, prosecution and appeals deputy posts. These separate appointments establish leadership for the office’s principal functions.

Filling the posts is distinct from recovering assets. Bills T/797 and T/816 concern the legal framework for public asset protection and anti-money-laundering work. Completed cases, final judgments and assets actually recovered will provide measures of performance. On 20 October, the Finance and Budget Committee conducted and closed detailed scrutiny of both bills; this was not their enactment.

Child protection

The child-protection Act is promulgated; implementation capacity remains unresolved

The child-protection package was promulgated on 21 October as Act LXII of 2026. Most provisions enter into force on the third day after promulgation, 24 October; section 4 takes effect on 1 December. The eight-day deadline concerns preliminary assessment, not placement.

The education hearing on 20 October called for a common digital protocol, clear school responsibilities, teacher training and anonymous access to help. Witnesses on 21 October cited vacancy rates of 7–16%, 198,000 alerts, 442,000 children receiving primary care and 73,000 considered at risk. These are attributed statements and establish no adopted implementation measure.

Parliamentary inquiries

Pál Fürcht and Ferenc Kiss added evidence to the enforcement inquiry

On 9 October the pardon inquiry committee rejected a hearing with Viktor Orbán on a tied 3–3 vote while supporting other hearings and further document requests. Two former Bicske staff members were heard in closed session on 15 October; their testimony is not public.

According to a public account of the separate enforcement inquiry’s meeting on 21 October, Pál Fürcht said Szilvia Tomin had conveyed a message that proceedings concerning Pál Völner should be closed, which he said they both opposed. This is an attributed statement, not a committee finding.

Former independent bailiff Ferenc Kiss was heard by the committee on 28 October. Public accounts say he addressed bailiff appointments and disciplinary proceedings, criminal complaints, what he described as national-security risks in the IT system, and experiences he linked to security-service contacts. György Balla challenged the credibility and evidentiary value of the account. These are claims attributed to Kiss and reported committee reactions, not official findings; the public sources contain no official minutes or person-by-person vote.

Public reports say Kiss handed the committee a 247-page dossier concerning the bailiffs’ chamber’s IT system and alleged that the chamber had obtained several billion forints unlawfully. Without published documents or official minutes, the dossier’s contents, the basis of the calculation and the allegation of unlawfulness remain unverified. A public on-site report says the committee also decided to hear Szilvia Tomin, a former general of the National Protective Service, while chair László Toroczkai said he would seek a closed-session hearing with Kiss. According to the report, the chair expects a hearing with former justice minister Judit Varga in early November and hearings with Tibor Navracsics, László Trócsányi, Bence Tuzson and former state secretary Róbert Répássy in the following weeks. These are reported plans, not a final meeting programme supported by an official invitation, time or person-by-person vote.

The official invitation lists four items for 09:30 on 30 October: incoming documents, decisions on data requests, a hearing with former deputy mayor Miklós Csomós, and a briefing by former EMMI department head Judit Klötzl about the state decoration.

H/924, submitted on 27 October, would move the reporting deadline for the child-protection, pardon, public-assets and MNB inquiries from 31 December 2026 to 15 June 2027. It excludes the enforcement inquiry. The new deadline remains a proposal, not an adopted change.

MNB inquiry

The parliamentary inquiry is now accompanied by questioning and detention

On 1 October the MNB inquiry committee decided on further hearings and requests for PADME documents. Passage of the 16 October deadline does not establish compliance.

On 21 October committee chair Attila Csőszi said in a public interview that the inquiry planned to hear current central-bank governor Mihály Varga and former governor György Matolcsy at 13:00 on 5 November. He also said the committee still expected Matolcsy to appear despite his detention. This is not an official invitation or confirmation of attendance; whether the hearing takes place also depends on decisions in the criminal proceedings.

On 21 October prosecutors said they had questioned György Matolcsy as a suspect and detained him and two other people; they sought international arrest warrants for two more. They are examining a 28 February 2025 agreement described as sham. Suspicion and detention are not a judgment of guilt; Matolcsy declined to testify.

A subsequent public report said that Ádám Matolcsy and György Stofa, a former head of Optima Zrt., appeared on the police wanted list on the legal basis of economic fraud. The investigating prosecution’s official statement records requests for international arrest warrants concerning two further people but does not identify them by name; being wanted or suspected is not a finding of guilt.

European affairs

Summit briefing: the assessment remains distinct from EU decisions

On 27 October, State Secretary András Bíró-Nagy briefed the European Affairs Committee on the European Council meeting of 15–16 October. The published report says the briefing covered migration, the EU emissions trading system (ETS), the next multiannual financial framework and enlargement.

The European Council’s official conclusions record a strategic discussion on migration, an updated assessment of ETS2 impacts, negotiations on the 2028–2034 multiannual financial framework and enlargement issues. The report on the committee meeting presents these topics through State Secretary Bíró-Nagy’s account. His assessment must be distinguished from the Council’s adopted conclusions: further negotiating expectations in the report are not separate EU decisions. The public sources reviewed do not include an official committee transcript or a named committee vote.

Debate before the agenda

Four parliamentary groups responded to the 2027 plans

Public reporting records responses to Péter Magyar’s presentation on 19 October in this order: László Toroczkai (Mi Hazánk), Bence Rétvári (KDNP), János Bóka (Fidesz) and Martin Császár (TISZA), followed by the prime minister’s reply. This was the debate before the agenda, not oral or immediate questions.

László Toroczkai questioned the plans’ funding, Bence Rétvári their burden on workers and businesses, and János Bóka the absence of basic projections and a submitted budget text. Martin Császár stressed gradual delivery of the government’s commitments. Péter Magyar defended the tax cuts and reallocations.

Later speeches before the agenda included contributions by László Toroczkai, Zsuzsa Máthé (KDNP) and Balázs Hidvéghi (Fidesz), with replies from Péter Magyar. János Pócs (Fidesz) spoke on grounds of personal involvement.

Professional chambers

Parliament passes the returned chambers bill again

On 13 October Parliament again passed the healthcare and professional chambers amendment by 138 votes to 50. Reconsideration following the President’s return of the bill on 30 September has therefore reached a plenary decision.

The institutional significance lies in the relationship between professional self-government, officers’ terms and ethical procedures. Transitional arrangements and continuity of care matter to doctors and patients. Renewed parliamentary approval does not itself establish promulgation or commencement.

Prosecutor General

Péter Fejes’s election is planned for 3 November

President András Baka nominated Péter Fejes for Prosecutor General on 12 October. The nomination follows Parliament’s rejection of Zoltán Szathmáry on 28 September.

The agenda proposal published on 29 October now schedules a secret ballot on Péter Fejes for 3 November under S/833. Election requires two thirds of all MPs and would confer a nine-year term. This is a forward programme published in October; the election and oath have not yet taken place.

State-security records

Parliament approves changes to state-security file deadlines

On 13 October Parliament passed T/779 on opening state-security records by 129 votes to 33, with eight abstentions. The proposal would move certain deadlines from 20 October to 4 November, citing the time needed for preparation and review of the records.

The final timetable, access conditions and institutional readiness matter to researchers and those concerned. Parliamentary approval is established; application of the revised deadlines depends on the promulgated text and commencement.

Christmas Eve

Committee proceedings are complete; a final vote is planned for 3 November

Tisza’s T/714 received committee support for admission to the agenda on 29 September. The Economic and Energy Committee closed detailed scrutiny on 20 October, and the Legislative Committee completed its procedure on 29 October. The new agenda proposal plans debate on 2 November and a final vote on 3 November. Admission of the KDNP’s separate T/500, which pursues the same objective, is due for a committee decision on 2 November.

Families, retail workers and employers need the final provisions and their commencement date. Admission to the agenda and debate do not themselves establish an approved permanent public holiday.

Szijjártó and BYD

Szijjártó has been heard; no final finding is established

Péter Szijjártó attended the National Security Committee’s closed hearing on 5 October. On leaving, he said he had answered the questions.

Tisza’s parliamentary group challenges the relationship between his former ministerial decisions and subsequent role at BYD. Szijjártó described the Szeged investment as a success and said state support remained within the usual investment-incentive framework. These are the parties’ positions; detailed proceedings are not public. Attendance establishes neither wrongdoing nor completion of the inquiry.

Interpellation answers

Parliament accepted seven disputed answers on 12 October

Seven interpellations received oral answers at the sitting on 12 October. In every case the questioning MP rejected the answer, but Parliament accepted it in a separate vote. Acceptance is a parliamentary scrutiny decision: it neither establishes allegations made in a question nor itself introduces a tax, benefit or other measure. The MPs named below submitted the documents; the procedural records checked here do not specify the actual speakers or respondents.

In voting order, the answer to Mihály Witzmann’s (Fidesz) I/809 on small taxpayers was accepted at 16:18 by 124 votes to 47. Zsuzsa Máthé’s (KDNP) I/800, entitled “Is life a sin?!” and addressed to Education and Children’s Affairs Minister Judit Orsolya Lannert, followed at 16:26 by 125 to 47; Előd Novák’s (Mi Hazánk) I/792, challenging political activity in the armed forces, at 16:36 by 126 to 50.

The answer to Bálint Nagy’s (Fidesz) I/811 on small-business taxation was accepted at 16:51 by 124 votes to 48, and Csaba Latorcai’s (KDNP) I/801 on the home-care allowance at 17:00 by 126 to 49. István Szabadi’s (Mi Hazánk) I/793 on confidence in postal services received 127 votes to 48 at 17:09; János Hargitai’s (KDNP) I/810 on fuel-related payments received 118 to 46 at 17:32. There were no abstentions in any of the seven votes.

These times identify votes on answers, not the start of speeches. Delivery and parliamentary acceptance are completed events in October’s record; implementation outcomes in the underlying policy areas require a separate assessment.

Parliamentary committee meeting

Following the House Committee meeting on 29 October, Parliament's press chief outlined the planned sittings on 2–5 and 9 November. A detailed proposed agenda for all five sitting days has been published.

The programme schedules the Prosecutor General election and several final votes for 3 November, including decisions on making 24 December a public holiday and reorganising public media. New tax and social proposals would receive general debates. Publication sets out the planned proceedings; it does not mean the proposals have been adopted.

The plenary may adopt its agenda on 2 November. Items conditional on nominations, submissions or admission to the legislative agenda must be followed as those conditions are met.

Defence and Law Enforcement Committee

According to a public account of the 20 October meeting, a majority of the committee accepted the report on changes to Hungary’s ALTHEA participation, and the committee unanimously supported regular hearings of the minister and the Chief of the Defence Staff on foreign-mission experience. Előd Novák’s rehabilitation proposal was not admitted for consideration; governing-party members cited professional and legal inaccuracies. Speaking after the meeting, Romulusz Ruszin-Szendi said soldiers who had left over refusing vaccination were welcome to return and claimed that the necessary legislation had been created.

The account indicates support for the ALTHEA report and a procedural rejection of the rehabilitation proposal; the latter does not itself rule out the affected personnel’s return. Regular mission hearings could strengthen continuing scrutiny. The minister’s statement does not independently establish the legal conditions for return or any actual reinstatement. These reported outcomes are not verified official voting records and do not disclose the substance of the closed session.

Check the public minutes and decision records for the ALTHEA report and related committee initiative, the rehabilitation proposal’s admission outcome, and the decision on regular hearings. Establish the conditions for return from the original text of the legislation referred to by the minister.

Parliamentary committee meeting

According to a public report, on 19 October the ad hoc nomination committee supported separate Cultural Committee hearings for Fidesz nominee Beatrix Siklósi by two votes in favour and one abstention, and for KDNP nominee István Boór-Gőblyös by three votes in favour. A subsequent public report on the hearings stated that the Cultural Committee supported Boór-Gőblyös’s nomination by 11 votes in favour, with no votes against or abstentions, but rejected Siklósi’s nomination by four votes in favour and seven against.

The ad hoc committee supported the hearings, the Cultural Committee considered the nominations, and election required a separate plenary vote. At 17:48 on 19 October Parliament elected KDNP nominee Dr István Boór-Göblyös under S/874 with 182 votes in favour, none against and no abstentions. Committee preparation has therefore been followed by a verified parliamentary decision. Beatrix Siklósi’s rejection by the Cultural Committee remains a separate event. Resolution 76/2026 (19 October) was published in the official gazette that day: Boór-Göblyös’s four-year term starts on 20 October, while the resolution itself took effect upon adoption.

Compare the committee vote breakdowns with the official minutes. The plenary election is now a verified result; nomination, hearing and election should retain their separate dates and procedural status.

Immunity Committee

According to a public report, Katalin Kardosné Gyurkó took her parliamentary oath on 19 October 2026, replacing Balázs Orbán in the Fidesz parliamentary group. This is a plenary development related to the mandate case, not confirmation that the Immunity Committee met or adopted a decision.

The reported oath indicates progress in the parliamentary mandate case. It does not establish whether the committee held its meeting or what position or decision it adopted.

The next verifiable step is to check the committee minutes or outcome document for confirmation that the meeting took place and for any decision on verification of the mandate.

1. Verification of the mandate of Katalin Kardosné Gyurkó (Fidesz–KDNP), subject to the conditions for consideration being met.

· 08:30 Budapest time

Parliamentary committee meeting

Public reporting says the ad hoc committee unanimously supported András Radetzky’s nomination to the Media Council on 12 October. Committee chair István Hantosi stated that the nominee met the formal criteria and that a Cultural Committee hearing would follow that morning. This statement establishes a planned hearing, not that it took place. Subsequent public reporting says Parliament elected Radetzky on 13 October.

The ad hoc committee’s support was a preparatory nomination step, not a parliamentary election. Unanimity does not establish support from every MP or parliamentary group. This corrects the previous summary: the 12 October account described the subsequent committee hearing as a future event and cannot establish that it occurred. Neither the nomination nor the later election establishes the substance of the nominee’s future regulatory decisions.

Check the Cultural Committee’s minutes or another official outcome record to establish whether the 12 October hearing took place and what resulted. Continue to distinguish support for the nomination from the subsequent parliamentary election.

European Affairs Committee

On 12 October the European Affairs Committee unanimously opened scrutiny procedures on four EU proposals by 8 votes in favour: EU Inc., cloud and AI development, decarbonisation and the EU KIDS ACT. The chair proposed 30 November for sectoral committees’ opinions.

Opening scrutiny enables parliamentary examination of Hungary’s negotiating position. The joint vote did not endorse the substance of the four proposals.

Immunity Committee

According to the publicly reported statement of committee chair Edit Sasi-Nagy, the committee recommended retaining the immunity of Mária Gurzó and László Toroczkai in two private-prosecution defamation cases. Parliament declined to suspend either MP’s immunity on 13 October.

The committee recommendation was followed by a parliamentary decision. Retaining immunity is a procedural decision; it does not itself determine whether the disputed statements were true and is not a court acquittal. The two cases must be assessed separately. The public reports used here do not disclose the detailed closed-session debate or individual committee votes.

The plenary has decided these two immunity requests. A new court request or a further parliamentary decision could change their procedural position.

Parliamentary committee meeting

According to a public account, the Media Council ballots announced following the House Committee briefing on 8 October produced a partial outcome on 13 October: András Radetzky was elected, while László Szabó and Ferenc Pindroch were rejected again. Radetzky's separate ballot recorded 189 votes for and 1 against, with no abstentions; he subsequently took his oath. Szabó received 52 votes for, 131 against and 7 abstentions; Pindroch received 53 votes for, 127 against and 9 abstentions. The account reports that Fidesz and KDNP representatives left the chamber after the decisions; Speaker Ágnes Forsthoffer said new candidates must be nominated. Deputy Speaker Anikó Hallerné Nagy's earlier announcement scheduled plenary sittings for 12–14 and 19 October, a final budget-amendment vote for 19 October, and immunity decisions and a secret ballot for deputy heads of the National Asset Recovery and Protection Office for 13 October, with oaths conditional on successful elections. The account now checked does not establish the other outcomes.

The substantive change is that a publicly reported outcome, rather than only a plan, is now available for the Media Council proceedings. Electing one member did not mean approving all candidates: according to the Speaker, new candidates are needed following the two repeated rejections. The account links Radetzky's nomination to Máté Tóth's resignation the previous week, reportedly resolving an incompatibility arising from his election as a party vice-president in late September. That is a separate personnel development, not an outcome of the two unsuccessful repeat ballots. These plenary outcomes are not House Committee decisions and do not establish that the other announced proceedings occurred or that the budget amendment passed.

Check the plenary minutes and decision records for the separate personnel ballots on 13 October and Radetzky's oath, and follow the nomination of new candidates. Separately verify the outcomes of the other proceedings announced for 12–14 October and whether the budget-amendment final vote planned for 19 October occurred and with what result.
